This question - like many others from Veritas Prep - directly plagiarizes an Official Guide question:

CR # 87, OG 13/2015:

In the United States, of the people who moved from one state to another when they retired, the percentage who retired to Florida has decreased by three percentage points over the past ten years. Since many local businesses in Florida cater to retirees, these declines are likely to have a noticeably negative economic effect on these businesses and therefore on the economy of Florida.

Which of the following, if true, most seriously weakens the argument given?

(A) People who moved from one state to another when they retired moved a greater distance, on average, last year than such people did ten years ago.
(B) People were more likely to retire to North Carolina from another state last year than people were ten years ago.
(C) The number of people who moved from one state to another when they retired has increased significantly over the past ten years.
(D) The number of people who left Florida when they retired to live in another state was greater last year than it was ten years ago.
(E) Florida attracts more people who move from one state to another when they retire than does any other state.

OPTION A :- INCORRECT
This doesn't cause the most serious weakness to the argument because, if the number of students who moved from one state to another to attend college has increased over the past ten years, then it doesn't explain or give a reason why the percentage of students who attend college in California has decreased over the ten years.

OPTION B :- INCORRECT
This doesn't weaken the argument because it explains the reason for low attendance last year, but not for the ten years ago that is in question.

OPTION C :- INCORRECT
Well, if young adults are more likely to attend New York than California last year than ten years ago, this shows that young adults preferred New York to California which is a reason for the drop in attendance.

OPTION D :- INCORRECT
This strengthens the argument which is the opposite of what is in question, because it explains the reason for the decline in California's College attendance which is; young adult leaving California to attend another College in another state.

OPTION E :- CORRECT
Well, this weakens the argument which claims that the college in California has decreased in attendance. This option further claims that California attracts more young adults to attend their college than any other states which is quite controversial because it opposes the central idea in the argument which is the decrease in the attendance of students at the college in California despite the fact that it attracts more young adults than other states does.
