In A and B, the present tense verbs are respected and are becoming cannot serve to express an action performed IN THE LAST TWENTY YEARS.
Eliminate A and B.

In C, California wines (subject) lacks a verb.
The result is an incomplete sentence.
Eliminate C.

E implies the following:
California wines have since in the last twenty years become respected.
This meaning is nonsensical.
Eliminate E.

The correct answer is D.
