According to the statement, we have that $$3\cdot y=27\ \ \Rightarrow\ \ \ y=9.$$ $$x=3\cdot\left(-18\right)\ \ \Rightarrow\ \ x=-54.$$ Then $$x+y=-54+9\ =\ -45.$$ Therefore, the correct answer is the option A.
