STEERS i believe its a noun and its dictionary meaning as a noun is

The moment i read this clause i got a killer instinct that the phrase which follow this clause gonna
describe why this action has been performed means why breeders used crossbreeding???...
for Op D, I believe its suggesting the same thing as of OA Op E, the only difference is Op D is saying that thing in a passive and awkward way...
see this word
PARTLY its an adverb, so i think its describing the action of preceding clause...that means u try to rephrase Op D and Op E as
Op D--rephrased version
cattle breeders have increasingly used crossbreeding partly because certain characteristics should be acquired by their steers
Op E--rephrased version
cattle breeders have increasingly used crossbreeding partly to acquire certain characteristics in their steers
Now if u see both options implies same outcome, that is, because of crossbreeding steers acquire something...but Op E is strong in tone..as it contains infinitive...
The mob is protesting on the road to block traffic.
(the mob wants to block the traffic--> final result(block traffic) is
intentional )
The mob is protesting on the road, blocking traffic.
(the mob only wants to protest but since they are protesting on the road hence in consequence the traffic blocked--> final result(block traffic) is
unintentional)
Coming back to the topic, if u see the last part of non underlined portion " cross breeding is said to provide vigor." this part also contains an infinitive and this gives a clue that the underlined portion should also possess strong tone and thats why should us an infinitive...
