Option A:- Incorrect
Capeville, A neighbouring city, has only one parking garage, though it was not filled everyday of the month.
This is irrelevant because it is about differ town with different solution. Drawing inference or conclusion from this option prove quite impossible.

Option B:- Incorrect
In july, the Williamstown parking garage was full everyday of the month.
This shows a similar concept as in the prompt. If it was full in July/ August, it will be full in September as well. This opinion preaches incorrect assumption which makes it invalid.

Option C:- correct
Williamstown is popular beach town and tourists across the nation flock to its beaches from June to August, but the city becomes virtually empty come September.
This statement explains why the main city is parking garage was full in August; It also buttress the fact and give reasons why the garage will not be full in September.

Option D:- Incorrect
This coming September, the Williamstown rock festival, which will feature performances throughout the month by popular musicians.
Of all the options this gives the greatest support and strengthens the opinion, recall this as against the question to be answered.
