Note that to win the election, one must garner at least 1 more than half of the votes cast. Thus, the winner must get at least 2,000/2 + 1 = 1,001 votes.

James initially received 0.5/100 x 2,000 = 10 votes. James needed 1,001 - 10 = 991 more votes to win.

\(J\) received \(0.5\%\) of \(2000= 10\) votes.

He needed greater than \(50\%\) of the total, means minimum \(1001\) votes to win.

So, \(1001-10 = 991\) votes.
