In a card game named Allemande, each of four players has a hand of 8 cards from a standard deck of 52. Through a series of discards, players try to maximize the point value of their final hand. Suits are irrelevant. Cards Ace through 10 have a point value of the number of their card, for example, the five of any suit would be worth 5 points. Face cards (Jack, Queen, and King) are worth 20 points each. Does Charles have the highest value final hand?

1) Charles's hand is worth 117 points.
2) No other player besides Charles has more than four face cards in his hand.

Target question: Does Charles have the highest value final hand?
Statement 1: Charles's hand is worth 117 points.
There are four players in the game and the point values for other players were not provided. Hence, no comparison can be made. So, therefore, the target question cannot be answered.
Thus, Statement 1 is not SUFFICIENT

Statement 2: No other player besides Charles has more than four face cards in his hand.
This means Charles has at least 5 face cards while other players have at most 4 face cards.
The point values of the other cards in the hands of Charles and the remaining three players were not provided. So, the target question cannot be answered.
Therefore, Statement 2 is not SUFFICIENT

Combining both statements together:
None of the two statements provide details about the point value for the four players, thereby making it impossible to compare and get the players with the highest value. So both statements combined together are not SUFFICIENT.
