Option A :- Incorrect
This answer choice is ambiguous, and therefore, stylistically flawed. The pronoun they is ambiguous as it could refer to refugees, countries or fund.

Option B :- correct
In original sentence, the pronoun they is ambiguous as it could refer to refugee, countries or funds. This answer choice corrects this by adding the phrase as this sum which clearly refers to the 10 million dollars.

Option C :- Incorrect
This option is too wordy and it does not follow parallelism. The pronoun used is also ambiguous too. This makes the option incorrect.

Option D :- Incorrect
The option almost look incorrect but unnecessary addition cuts it off. in order is an irrelevant addition and does make the sentence incorrect.

Option E :- Incorrect
For structure sake and lexicology sum will be preferred over funds
