One approach is to treat this is a rate question.

In 1990 the GAP BETWEEN V's budget and Q's budget was $120,000 ($780,000 - $660,000 = $120,000)

Each year, the budget for Q increased by $30,000 and the budget for V decreased by $10,000.
In other words, the GAP BETWEEN the budgets DECREASES by $40,000 each year

So, at a rate of $40,000 per year, it will take 3 years for the gap to decrease from $120,000 to $0

So, the gap will equal $0 (and the two budgets will be the same) in 1993

Answer: B
