1. It should be "exceed those of" so A and D are incorrect.
2. There is subject-verb agreement problem so E is incorrect - rates->is
3. There seems to be missing verb form of "b" in C

would be a better sentecne. I also go for B.

A: rate increase every other group => wrong comparison
B also incorrect comparison

rates / exceeds is wrong E out
D: rate increase every other group so wrong

C is left and IMO is correct
