Stmt 1 - w=-1, c = 52. w=1,c=52 Multiple values for w NOT SUFF

Stmt 2 - w=-1, c = 52. w=1,c=52 NOT SUFF

Together Same reasoning.. NOT SUFF

The OA is suppose to be C but I agree that both the statements are not sufficient. OA should be E.
