Pretty straightforward, I think:

\(48*400 = 19200\) grams

\(19200 * \frac{1}{1000} \Rightarrow \frac{19200}{1000} \Rightarrow \frac{192}{10} \Rightarrow 19.2\)

Answer is __C__
