If $ defines a certain operation, is p $ q less than 20?

1) x $ y = 2x^2 - y for all values of x and y.
2) p = 4, q = 10.

Statement 1 tells us that we want to know if 2p^2 - q is less than 20, which we can't tell with no information about p or q. Statement 2 is clearly not sufficient alone, because we have no idea what this "$" operation does. Using both Statements, we can clearly evaluate p$q = 2p^2 - q and therefore answer any question about it, so the answer is C.
