(1) $(a-7)(b-7)(c-7) = 0$

$3$ variables, $1$ equation. Insufficient $\Large{\color{red}\chi}$

2) $bc=18$

$2$ variables, $1$ equation. Insufficient $\Large{\color{red}\chi}$

Combined: 1 & 2

$3$ variables, $2$ equations, and you could substitute $bc$ and be left with $a$. Sufficient $\Large{\color{green}\checkmark}$

Therefore, the correct answer is C
