A delegation of 60 farmers called on the chief minister so as to plead for revival of
the benefit scheme together with the revised compensation package offered by the
government and the chief minister has very graciously conceded their request

IMO, Answer is D

A - 'So as to' is incorrect. It should be 'So [adjective] as to'
B,E - there is no contrast. So, but is incorrect
C - delegation is collective noun. So singular verb should be used. 'were' is incorrect

Pranay whats wrong with use of 'so as to' ?
I feel so as to is used when showing the cause/result/purpose of something.
Something like: X was done so as to achieve Y.
As far this sentence is concerned D is the straight forward and concise. It also maintains parallelism. Called || Pleaded. It Also correctly delivers the meaning of the sentence..
And I feel in case we need to go with SO AS TO, the start of the sentence should be : A delegation of 60 farmers WAS CALLED on the chief minister..... I am not sure, if this will work.

I believe the answer choice is missing a comma, but that the correct answer should be B because common sense implies that 'but' is a proper usage since the minister 'conceded' the request not 'accepted' it, hence signaling a shift not a continuation

I believe Op A is also wrong because it incorrectly joins two independent clauses with only AND...i think COMMA + AND is required.

A delegation of 60 farmers called on the chief minister so as to plead for revival of
the benefit scheme together with the revised compensation package offered by the
government and the chief minister has very graciously conceded their request

the two clauses in (green and blue) color are Independent clauses!!!

The word "conceded" means "to admit" not "reject".
Hence but is not a proper usage.

Two independent clauses can be joined using a coordinate conjunction.
Hence usage of "and' is not wrong.
The coordinate conjunction can be preceded by a comma, but if it is not necessary.
there are three ways of joining Independent clauses.
1. Independent clause full stop Independent clause
2. Independent clause semicolon Independent clause
3. Independent clause coordinate conjunction Independent clause

I have some doubt in your 3rd point.

coordinate conjunction---> FANBOYS (For, And, Nor, But, Or, Yet, So)

I think the rule is COMMA + FANBOYS should be used to connect two IC's not just a FANBOY word.

If this rule is not followed strictly, then the resulting error is a Run-on sentence error.
