In B , by including the word and, it sounds as if theater and dance are the same thing.

I don't know if we can assume that the structure of (B) is incorrect. While "theater" and "dance" certainly appear to be distinct art forms, the final two terms might be linked in a logical way, such as:

"The university spent the money on a variety of things, from the gym facilities to the student union to research and development."

Here, "research and development' are often logically linked, as abbreviated by the term "R&D". Going strictly by the analysis below, we'd say "....to research to development", but this might not make sense logically.
