Grammatically the option B is correct, but the problem in this option is in the summation. Option B has applied the concept of summative modifier, which sums the concept of the previous clause and start with that clause.

What has been said in the clause before "COMMA + suggest" is not a suggestion. It is just an statement. So, the use of summative modifier is not correct.
