hundredths digit

what is the hundredths digit of the decimal z?
1. the tenth digit of 100z is 2.
2. the units digit of 1000z is 2.
let's beat GMAT.

(1) Rephrase stem as "What is the units digit of 100z"? Insufficient.
(2) Rephrase stem as "What is the tens digit of 1000z"? Insufficient.

I've seen this question a million times and still can't understand the explanations....can anyone give another spin on it?

For each of the statements, put 2 in the place that the statement says the two is in. Then, divide by either 100 or 1000 (depending on the statement). Finally, check to see if the 2 ends up in the hundredths spot.

I understand statement 1 but 2 is not clear
if for example the number Z is 0.002
so 1000Z is 2 as statement 2 says
so if the digit number is 2 is 2 and 2/1000 is 0.002 , 2 is the hundredths digit
NO?
