In the question it is not mentioned as a fact that the parents in the J dist may agree. In fact we are not sure of anything regarding the parent's opinion.
"However much parents in Johannson's district may agree" does not give us any solid information regarding the parents' stand.

So, is much quantifying agree here? Because I guess parent should be countable noun, and it should take many with it, not much!

Why E is incorrect ? It gives the same meaning as A does, with less awkwardness. I hate SC the most.
