I think it is B because the the matter important herein is size, not effect so using the size of their effect would be significant appears more appropriate.

I think 'its' refer to policy and 'their' refer to Imbalances.

therefore , policy's effect on imbalances size is significant...

B and D changes the meaning of sentence

When you see CAN in a main clause of a sentence,always read very well to understand the intent of the sentence. "CAN" here indicates future posibility,that is what makes E better than A or B. B indicates "would" the past tence of will.
By the way, E is succinct and laconic.

A is right because

you can not say that "something is likely/possible". the idiom is that " it is possible/likely that"

I think E is flawed because the word "its" doesn't refer to any word clearly.
Compared to B, A is more correct because you can say "effect is significant", not "size is significant"
