First arrange the numbers in order from least to greatest.

13, 22, 31, 38, 47, 69, 73, 82

There are 8 numbers so greater than 3/4's means greater than the first 6 numbers.

Less than 1/4 means less than the largest two numbers.

That would mean that the number we are looking for is either 70, 71, 72...

You must have written the wrong answer choices because I know this problem and the answer is 72...
