There isnt necessarily a quota, but schools do try to limit the number of students from certain countries. For example, countries like India and China have a large number of applicants and yet only a few get in.

For example, if the adcom know that there are not many job available in China and India, they assume that Chinese and Indians need to find a job in US and therefore a stronger proflie is needed in order to compete with the local student in job hunting.
On the other hand, for those come from Europe and Japan, the adcom know that they can go back to they home countries and find a job, therefore, students from there can be admitted with relative weaker profile.
