It's testing an idiom, agree that

All the other ways are wrong.

NOT 100% sure, but I think i have seen some eg. for agree with\upon...
Are you sure "Agree upon" OR "Agree for" always Incorrect?

"United States citizens engage in espionage' and "as it was" should have same pattern
When I read above sentence, it signaled me to use that

(A) that United States citizens engage in espionage, as it was -> Correct
(B) for United States citizens engaging in espionage, as

preposition + Noun + Ving -> incorrect usage
Incorrect comparison

(C) for United States citizens who engage in espionage as was so
(D) of United States citizens who engage in espionage, as it was

Why need to introduce "who"?

(E) United States citizens engage in espionage, as -> Incorrect comparison

I think forum should encourage users to underline the part of the sentence(It is how the sentence is given in real test).It adds upto time guessing which actually is the underlined part.

Any way i got it wrong as i thought the correct form was
reason for ......(them to do that was....)
