While I understand that the use of 'need for' is most appropriate, can someone please help me understand why B is not correct ?

It should be "were among the first"

By the way the options seem fishy!

But we can seek help of the experts here.
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

I do not understand why D is not correct.
Answer E lacks parallelism in my opinion.
Can anyone help please?
