Gall's hypothesis of there being different mental functions localized in different parts of the brain is widely
accepted today.
(A) of there being different mental functions localized in different parts of the brain is widely accepted today
(B) of different mental functions that are localized in different parts of the brain is widely accepted today
(C) that different mental functions are localized in different parts of the brain is widely accepted today
(D) which is that there are different mental functions localized in different parts of the brain is widely
accepted today
(E) which is widely accepted today is that there are different mental functions localized in different parts of
the brain

c) is the correct answer but changes the meaning of original sentence
i find b) more closer to original meaning though it is wordy

My question is Why is it necessary to have a relative clause (Gall's hypothesis that) here?? what is grammatically incorrect with b)

Hypothesis of different mental function does not makes any sense and also it is not complete hypothesis. Thus, it is totally wrong. Choice (D) & (E) are wordy. Choice (A) wordy and awkward because of uses of word "being"

I went with B , yet the OA answer is B . From the Orginal guide I did not find any satisfying explanation. Could someone clarify in more detail why it is not B?

Referring to the Spidey's Sentence correction notes,
Pg 27

So there are a few things you need to know here for GMAT Sentence Correction.
First is this--you should know that GMAT likes to test you on "thinking words." These are
words that indicate some sort of mental process, such as believe, belief, idea, theory, notion,
concept, etc. Please note that both verbs and nouns can be considered "thinking words."
GMAT typically likes to follow these words with that and a sentence. For example, on the
GMAT it's better to say:
• Lucise's belief that the Earth is flat was easily accepted.
than to say:
• Lucise's belief of the Earth being flat was easily accepted.

hence if there are thinking words, they should be generally followed by a 'THAT'

hypothesis of different mental functions that...... is incomplete.
The statement following that tells something about different mental functions and doesn't complete the hypothesis.
