First off, congratulations on the improved score. While 710 is nothing to be scoffed at, I can understand your frustration at knowing that you can score better. So, while a retake is definitely on the cards, here are a few points that you should take into consideration:

• Boosting your score from 710 to 730/740 is much harder than from say, 500 to 650.
  
  Your Verbal score definitely has margin for improvement. However, it is much harder to improve your verbal score than it is to improve your quant score. Quants can be mastered quickly, but with Verbal, it takes time. So, don't expect a miracle in a month. That being said, A 3-4 point jump is feasible IF you put in loads of hard work.
  
  Recently, most non-native speakers (atleast those that I have interacted with) have seen their verbal score drop by 2-3 points when compared to what they were scoring on the GMATPrep. So, your situation is definitely not a one-off.

If you believe that you CAN score atleast 30 points higher, then GO for it! However, you should put in even more effort than you did last time around... some people lax off and their actually drops by a couple of points on the re-take.
Bottomline: Be careful, evaluate your ability and your options. If you do decide to retake, Study hard! Study smart!
