Help needed to reason SC problem

This is OG 12th ed SC Q133. I was able to narrow down the choices to B and E. However, I did not understand the reasoning provided in OG for the correct answer (B). I have listed my reasoning for incorrect choice (E). Please correct me if I'm wrong.

"To require" in choice (E) does not refer to "laws". Its subject is probably "shrimpers".

requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles.

(E) to require turtle-excluder devices on shrimp nets is protecting

It comes down to parallelism on this one. To require is not parallel to is protecting.

this is participle vs infinitive

"Requiring" is a modifier, which refers to "the laws."

e.g. He did not want to comply with the law requiring that he change his license plate to a new one.
