Relative to the other parts of the GMAT, the IR section is far less important to most Business Schools. Your time might be better spent doing a bit more review/work on the Quant and Verbal sections.

That having been said, the only way to get around your pacing problem is to sacrifice a couple of the IR questions. Since IR prompts don't give partial credit, in a multi-part question, you have to answer all the questions correctly otherwise you get 0 points. You'd be best served by dumping whatever questions you think are too hard (and dump them quickly), so that you can spend your time nailing the other questions.

As a general bit of advice, most IR questions are based primarily on note-taking and pattern-matching. Not taking enough notes is likely causing most of your problems.
