The question is asking which inequality expresses the region

-5<= x <= 3

|x+1| <= 4
x+1 <= 4 and -x-1 <= 4
x<=3 and x >= -5
-5<= x <= 3

How many integers n greater then 10 and less then 100 are there such that, the resulting integer is n-9?
A 5
B 6

So we just need to remove absolute sign and find two values of x that defines endpoints of shaded line.
Never faced this kind of question before, was confused by language
