Can you please cite the source of this Question. This seemzz to not like a GMAT sentence.

Though B is the best option available, i have a doubt over the sentence structure.

Reason :- when we have list we use A,B,and C. or A and B. The list is considered incomplete with AND before the last time.

Here the list starts with parallel verbs INCREASE.......,ESTABLISH.... but the list in not completed with.

Can the sentence above be considered a complete sentence ? I think there should have been a comma before the verb establish.

Please Explain with the examples.

how is this sentence correct.?
it needs an "and" before establish..
absent that and,all the answer choices look wrong to me.but if it comes in gmat in this way ,i will select b.

i think option B should be "establishing" as shown in various threads.
