The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.

(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate

OA is B.....why not A

not only... but also...

look at the verb "meet" its plural so the answer must be "have"

but sentence is talking about a computer software which is a singular.

Even A satisfies the not only - but also condition

"meet" is not plural, the sentence is "will not only meet ".
The problem is not "not only but also"

I think the answer is B because the spirit of the sentence is "but it will also have", I think the future needs to be in the second part of the sentence even if "will" is not present.

Tell me if I am wrong.

"Will.........have" is the correct usage, we are referring here to something that is a possibility in the future use of 'has' instead would make it seem that it already exists

There is one more way to look out this problem

if we take a look on the sentence i.e. on "access to higher education", to maintain parallelism the given choice should use "to" in its usage.This keeps the option A ,D and E out of the race.Now we are left with option b and c , however choice C is unidiomatic, the answer is B
