Just thinking out loud here - Are we not assuming that "materials and finished renewable energy products" are what make "green energy" when we choose A?

'Renewable energy products' -- by definition mean Environment Friendly or in other words -- GREEN

Exactly i had chosen the same ans first: C!

but in the end if we observe the last line 'Existing infrastructure and transportation systems put these states in a position to adapt quickly and' .... now read the option A:
begin manufacturing materials and finished renewable energy products.

which is in synch...like propose a business plan , start the project and finish the product! really it make sense isn't it?! that's how i got convinced with option A.

C is out as this raltes just the idea not the actual topic which is Green Energy. That is why it is out. Had A not been there, C makes the second choice.

Same even i chose C.
I think A and C mean finally mean the same that jobs be created so that employment increases.
Where C directly hits the conclusion, A indirectly suggests that the existing infrastructure will help to produce renewable energy products. So, even i chose C since it is direct answer.

But when i reviewed, i saw that merely repeats 1st sentence partially "due to a slowdown in the manufacturing industry" This cant be why Gmat wants to test us. Hence A.
