I think C is the correct choice as it logically conects the sentence.

Since we can't change the OA to C, lets see what might be wrong in C

C Pests had destroyed grape, celery, chili pepper, sugar beet and walnut crops in the region, but more effective pest-control methods that were introduced in the 1880s saved the citrus industry.

In the original sentence, we understand that methods saved the county in 1880's

In option C we know methods saved the country but we don't know when.

I hate this BS! I chose C instead of B thinking 'GMAT likes unambiguous sentences'.

ouch, I actually picked A. If my eyes didn't fail me, the difference is chili pepper crops vs. walnut crops? How can you tell which is correct?

Please comment if anyone can :D

grape, celery, chili pepper crops, sugar beet and walnut in the region

CROPS should modify the entire plants/fruits.

In the original sentence it only modifies the chili pepper.

Otherwise there is no difference between Pepper and walnut crops ;-)
