I went with D.
I think 'They' has a clear antecendent and it refers to "Schools" here.
All the more sentence should convey the meaning that "Schools do not have ..nor are they likely to have..."

Here there is a use of cordinating conjunction or,nor with a comma that is preceeded.....The 2 clauses needs to be 2 main clause.
