as i understood E was wrong because For consumers and businesses making a large number of long-distance calls
was modigying government pridiction not Government itself... ... This is why we have rejected E option.... Right.. ?
Had E option been like ..
For consumers and businesses making a large number of long-distance calls, the
government IS predicting that t the recent telephone rate cuts that the Federal Communications
Commission has made will greatly reduce costs,
then will it be still WRONG ....?
In above scenario , For consumers and businesses making a large number of long-distance calls
is modifying GOVERNMENT perfectly fine .. Right ..?

I dont think gmatmachoman did this intentionally. It is humane to get confused with the OA's in the posts provided we all solve soo many questions each day.
