The Gorton-Dodd bill requires that a bank disclose to their customers how long they will delay access to funds from deposited checks.

(C) that a bank disclose to its customers how long it will delay access to funds from deposited checks
(D) a bank that it should disclose to its customers how long it will delay access to funds from a deposited

Bank is one entity meaning singular.We are referring to one particular bank here hence bank is singular and hence should go with pronoun "its" and "it" in the places where we have "their" and "they".

Hence "A" and "B" can be eliminated.
Resilience is a trait that manifests in an individual when he/she faces consistent failures motivating them to succeed in the end.

Yes, and there are several other issues with B.

a) requires as a verb in this context is best followed with that and a subjunctive.

b) a deposited check in B seems to suggest as if all customers are depositing just one check.
