The answer should be B.

10 times R will always cause the resulting value to have a trailing zero. For example if R is 62 then 10R is 620 and if we know the hundreds digit, then we can find out the tens digit of the original integer.

Dont have the OA though.....
1) Unit digit is 3 = insuf

13,43,1892183, and etc


2) Ten digit is 6 - suf

62 x10 = 620

B
