Hi Mitch - I didn't understand your explanation. If more than one employee from any department is promoted to serve as heads of departments then what's the issue?

Option A implies that promotable employees cannot fill all of the expected vacancies because Vebrol will not promote more than one employee from any department.
This information seems to refute the PREMISE that promotable employees cannot fill all of the expected vacancies because not enough of these employees are QUALIFIED.
A premise is a FACT.
It cannot be refuted.
Eliminate any answer choice that seems to refute a premise.
Eliminate A.
