Past Perfect clearly states one event completed before other. What is OA?

IMO A

"they has no antecedent.

eliminate B nd C

i dont think perfect tense should be used here..because the events are continuous... ppl getting hurt and breaking of windows. so "were" used for both these events.

hence eliminate D and E

(A) is correct answer (D),(E) use of had been is incorrect

A sounds good.

B,C: the people who were hurt did not issue the ordinance
D,E: perfect past doesn't go with past ("were hurt")
