In the statement, there are two independent clauses,

1. Golden Retrievers, Labradors, and German Shepherds are popular as guide dogs
in that
2. they have been bred to cooperate with humans.

Now two independent clauses should be connected using correlative conjunctions FANBOYS (For, And, Nor, But, Or, Yet, So) - Only option 'C' satisfies the criteria.
