Statement I

n could be 38
n could be 63
n could be 88

Insufficient.

Statement II
n=25q+13
n=20q+3

n could be 63
n could be 163

Insufficient.

Combining I & II
n<100
n=25q+13
n=20q+3

n=63

Sufficient.

Hence C is the answer.
