OK - I had 8 oranges too and I still got the correct answer, which is 3 oranges on the 3rd layer (very top).
Assuming your 2nd layer looks like this rough sketch:
OOOO
OOOO
Then only 3 oranges can be stacked on top while satisfying the condition in the Question-Stem.
