Let me explain why IMO C

p center of circle..
x lies 4.5 from p .. so x lies about .5 from the nearest point on the circle.

now x+y = 9

take the worst case...diametrically opposite point to x would be the other of p.

it is 8+.5 = 8.5 hence still inside the coverage of 9.

so it proves that Y lies outside the circle...
