The question stem is whether x - y + 1 > x + y - 1 ?
Subtracting x from both sides, the inequality can be simplified as:
Is 1 - y > y - 1 ?
Stmt1: x > 0. We don't care about the value of x now. Insufficient.
Stmt2: y < 0. If y is negative then 1 - y is positive. and it has to be greater than y - 1 which will always be negative. Sufficient.
B is the answer.
