I wasn't sure if my ans was correct and hence didn't explain earlier.
Here's my explanation:
the non-underlined stmt is in past tense "overturned" and hence the underlined should also be in past tense "violated". So A,B and C are OUT
E is wordy and being is always incorrect choice in GMAT and hence E is out.

But I was also initially debating beteen A and D even though I knew that violating is not past tense because in general spoken english we so say ground of violating
Other reason to reject A is - in A: violating state laws for allowing - state laws is not getting violated for allowing the use of personal watercrate on common waterways but the ban violated state laws and judge overturned the ban allowing the use of personal watercraft on common waterways.

I hope I was able to explain my reasoning. Let me know if you have any doubt on this

I think you could simply catch mostake between A and D by recognizing that FOR ALLOWING is not correct idiom.
