I believe this to be one of those questions where it's best just to throw elegant solutions to the curb.

That number line is drawn accurately. Why wouldn't it be? We can see that the two candidates are near 2/5 and 3/5, which are close to 3/7 and 4/7, respectively.

3/7 - 2/5 = 15/35 - 14/35 = 1/35.

3/5 - 4/7 = 21/35 - 20/35 = 1/35.

Well, they're the same! But they're still the closest.

We witness the following order on number line:

1/7 < 1/5 < 2/7 < 2/5 < 3/7 < 4/7 < 3/5 < 5/7 < 4/5 < 6/7; and on a number line that is drawn to support the detailing, we can afford to eye-ball the possibilities. The following pairs seem to be among closests:

2/5 < 3/7 and 4/7 < 3/5 each has 1/35 of space in between.
