Stmt I

|x-3| >=y (This bascially means that the distance of x from 3 is greater than or equal to y)

x could be 4,5,2,1 (just to list a few)anything to satisfy this inequality
(leading to indefinite set of values for x)

INSUFF

Stmt II
|x-3| <=-y

Since y is positive -y will be negative. The aboslute value can never be negative so to satisy the equation above y has to be zero which means
|x-3| has to be 0 (lowest value an absolute value expression can take)

i.e. x-3 = 0
x=3

SUFF
