So there has to be some other reason for failed surgeries rather than doctors own personal reasons.

Gotta be D. The conclusion is, paraphrasing, that "doctors are more concerned with practicing their skill and in earning fees than in helping their patients". For this conclusion to be true, the assumption is that the doctors wouldn't disclose in full the attendant risks because it would cause the patients not to pursue treatment.

Option D undermines the conclusion by stating that the doctors put forward all information, giving patients the right not to proceed.

Option E merely states that patients are indistinguishable. This has no bearing on the doctors' motives.

If you observe, author is trying to convey that doctors are trying to improvise their skills/collect money from patients rather than really solving the problem. Hence, we should find a statement which refutes this fact.

C cant be the answer because it says patients were told that it would reduce the heart attack risks. But, it is never giving any information about the belief/confidence which the patients carry about the surgery.
