The entire question isn't visible to me, so I am assuming it's a parallel list of three things at the end of the sentence. If so, the answer should be (E). "Allocated...for" is idiomatically sound, and more importantly, you should not use a gerund as the object of a preposition. The other choices have various style issues including being passive and wordy. It's not a great GMAT question because it mostly tests style; what's its source?

IMO E

Allocate to the purchase is correct, not allocate to purchasing.
Allocate for is idiomatically correct

Can someone explain why A is correct?

I think the idiom is 'allocate to'

IMO A

The fund, which is paid for mainly by the federal gasoline tax, will allocate $53 billion to states in 2011 for roads and mass transit, supporting millions of jobs.
