GMAT - Taken 3 times - 540 ( Dec 7) - need help!!

GMAT Score:560
Really depressed, I have taken GMAT 3 times and I don't see any improvement.
Jan 27, 2009 - 540 (46, 19)
Nov 18, 2009 - 560 (49, 18)
Dec 7, 2011 - 540 (47, 19) - (I don't want to believe that it was just another bad day.)

Toefl - 101

I want to do my MBA from a top tier US B-School, however with such a score, i don't think it will be possible.

I need help in order to decide next steps

1. Should I take GMAT again, Is it still possible to get into a TOP 15 US B- School ( either 2012 or 2013).
2. Will my previous GMAT scores impact negatively in my applications
3. What should i do to improve my verbal score

This time around my preparation included
> OG 12, Verbal Review 2 and Quant Review 2.
> Beat the GMAT - 60 days Study Guide ( followed religiously).
> Manhattan GMAT - SC, RC, CR
> Aristotle RC 99 ( Did about 40 RCs)
> Manhattan GMAT - 6 tests ( scored always 30+ in verbal) ( 620, 640, 600, 640, 610, 640).
> Free Mock tests - Kaplan (580), Veritas (670), Princeton (650), GMAT Prep (580, 640).
> Kaplan Premier 2009 tests ( 610, 630)

I understand with such scores I should not have taken the test, however I was expecting a 30+ in verbal and 48 + in math, which would have at least resulted in 650.

I am currently in Toronto, I need help to know my available option ( coaching / Tutorial). what should i do next.

Fyi,
I am a non native English speaker ( India), Worked in US and Canada for couple of years (put together), Total Work ex - 5.5. years.

Ankur,

I would say focus on Verbal and look at the questions that you are getting wrong very deeply. Analyze why each answer choice is wrong and what makes the right one- right.

Identify your weak points in verbal and focus there.
